Man Acts Quickly to Save Strangled Dog Found Dangling Near Highway

One man happened to be in the right place at just the right time to save a dog entangled in an electrical cord under a highway overpass.

While heading to work in Independence, Missouri, David Fredman spotted something unusual near the I-70 bridge. He saw a dog hanging off the side of what looked like an electrical box.

“I saw what looked like a dog suspended from a cord,” Fredman told Fox4 KC. “It was wrapped tightly around his neck. His paws barely touched the ground, and he was struggling to move his head side to side.”

Without wasting a moment, Fredman called 911 and used a knife to cut the dog free. As soon as the cord was removed, the dog gasped for air. He couldn’t stand or walk, so Fredman gently calmed him before taking him to KC Pet Project for help. Thankfully, the dog had a microchip. His name was Max, and his owner, Dee Vaughn, had just reported him missing two hours earlier.

Vaughn was relieved to learn Max had been found, but devastated when he heard what his 16-year-old dog had gone through.

It’s unclear how Max ended up in that dangerous situation. Whether it was an unfortunate accident or a deliberate act remains a mystery. Vaughn doubts that his aging dog could have traveled that far on his own. He hopes that surveillance footage might shed light on what really happened. The fact that the cord was tied around Max’s neck raises serious questions. Vaughn contacted the police, who referred him to animal control, and he intends to follow up.

Regardless of how Max got there, Vaughn is deeply grateful that his beloved pet is safe—all thanks to Fredman’s quick action.

Vaughn later met Fredman in person and shared heartfelt words: “Thank you, David. You stopped everything you were doing and saved my dog’s life.”
