It has been over a year since Russia launched its invasion of Ukraine, forcing millions to flee the country. While people sought safety, countless pets were left behind in heartbreaking conditions.

One such dog was discovered by volunteers and featured on the Love Furry Friends YouTube channel. Photos showed the poor animal chained up and deserted, waiting helplessly for someone to notice him.
Starved and Forgotten

The dog made eye contact with the rescuers as they approached, and it was immediately clear from his frail body that he had been without proper food for quite some time.
When offered a can of food, the dog devoured it with desperation. His ribs were visibly protruding, and the chain had caused damage to the fur around his neck.

Named Toby, the dog was soon taken to a veterinarian for a full checkup. Now in safe hands, this sweet soul is looking for a new family to call his own—and we’re all hoping he finds one soon.
EU Eases Rules for Ukrainian Refugees with Pets
Following the crisis, many Ukrainian refugees brought their pets along as they crossed into European countries. In response, the European Commission relaxed pet import rules to make travel easier for families fleeing with animals. However, health officials have voiced concerns due to the differences in disease risk between Ukraine and EU nations—especially when it comes to illnesses like rabies.

Sweden, among other countries like the Netherlands, has taken a proactive stance. The Swedish Agriculture Council provided a detailed update on its website.
“Currently, there are special procedures in place for dogs and cats coming from Ukraine with their owners,” the Council noted. “Each case is reviewed individually to determine the appropriate health measures.”

These reviews are focused primarily on minimizing the risk of rabies transmission and ensuring public and animal safety across the country.
